About the Role

Supports the Department of the Navy’s Senior Procurement Executive developing and implementing contracting policy across the Department of the Navy. The Contractor shall assist DASN(P) with the analysis of acquisition and contracting guidance, instructions, and regulations; coordination of changes in acquisition and contracting legislation; acquisition and contracting policy development, interpretation, and implementation; training; and oversight of procurement policy initiatives.

Maintain currency in acquisition policy affecting the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), Navy-Marine Corps Acquisition Regulation Supplement (NMCARS), DoD and Department of the Navy (DoN) instructions, manuals and directives, audits, investigative reports, analyses and studies of proposed new legislations, and other policies to be able to make recommendations for updates to, or development of, acquisition policy, procedures, and guidance for Department of the Navy (DON) implementation.

Review the Federal Register, Defense Pricing and Contracting (DPC) Publication Notice website, the Policy Vault, Class Deviation websites, and similar for impacts to DON contracting and procurement policy, procedures, guidance, training, and tools. Develop and deliver analysis, advice, briefs, oral presentations, and recommendations.

Develop, review, revise and maintain DASN(P) NMCARS, Standard Operating Procedures (SOPs), guidebooks, templates and briefings.

Prepare recommended memoranda, emails and the DASN(P) Policy Push in appropriate format for distribution independent or in response to documents received from higher-level policy organizations.

Develop and review routine report submissions to ensure consistency with current policy and procedures. If inconsistencies are identified, recommend changes consistent with a mutually agreed upon format.

Provide customer support on procurement policy via guidance, tips, and useful information for managing DON procurement processes effectively and efficiently.

Develop and maintain procurement policy training material, assist with training coordination (e.g., room reservations), and conducting presentations.

Requirements

  • 15 years experience in DoD or DON policy review and interpretation must be demonstrated. 

  • Demonstrated understanding of the rule making process and subsequent implementation is required.

  • Having a DAWIA background or CPCM is a definite plus.

  • Proficiency in MS Office Products.

  • Strong verbal and written communication.
